Services

Fishing Industry Representative (FIR) – Celtic Sea, English Channel (Cornwall-based fisheries especially)

Experience has shown the benefits of having a local FIR that acts as the single onshore contact point within the fishing community. An Ocean Warrior consultancy can be trusted to present an unbiased, accurate fishing industry view of the fisheries operating out of Cornwall. 

– Ongoing liaison with fisheries stakeholders, building relationships where required and disseminating relevant project information to fishermen in a timely and inclusive manner

– Disseminate updated project information and communicate changes that occur

– Main point of contact for the fishing industry who reliably transmits fishing industry views

– Advise fishing vessels of survey/construction work activities and engage with vessels who do not cooperate

– Can produce a report on fishing activity in the area and can highlight localised fishing sensitivities 

– Help inform the EIA process as well as ongoing survey/construction works to promote minimal disturbance to fishing activities

– Utilise extensive contact base and experience of stakeholder engagement to minimise conflicts and potential impacts between commercial fishing, fisheries resources and offshore developments

– Effectively collaborate with CFLO to ensure the fishing industry has a detailed understanding and awareness of the project

– Collaborate in negotiations on mitigating the effects of surveys, construction, operation and decommissioning, which can include compensation and disruption strategies

– Able to communicate information and ideas in an appropriate written, verbal or visual format, tailoring it to academic, specialist, and non-specialist audiences

– Extensive knowledge and contact base across the Cornish fishing industry, including but not limited to fishermen, processors, fish markets, fishmongers, harbours, marine regulators and conservation groups

– Work with fishermen and Developers to resolve any issues or conflicts

– Attend commercial fisheries working group meetings and other fisheries stakeholder engagement opportunities to ensure information dissemination and provide time for feedback

Fishermen/Fisheries representative

An Ocean Warrior consultancy is passionate about Fishermen-led fisheries management and actively works to support the fishing industry. We ensure fishermen’s voices are heard and actioned, and we work to bolster coastal communities. An Ocean Warrior consultancy can offer various services to fishermen, fishing organisations, and other fisheries stakeholders, such as fish markets, processors, and other fish-related businesses; the list below is not exhaustive.

Marine biology

Becki is a marine biologist with a BSc in Marine and Freshwater biology and an MSc in Applied Marine Science. 

– Extensive knowledge of marine ecosystems, marine animals, fisheries ecology, including feeding, reproduction and mortality, fisheries and ecosystem management, coastal protection and applied marine science

– Extensive knowledge of UK marine legislation and fisheries regulations, and she is experienced in fisheries management concepts, including marine protected areas, marine licensing, fisheries restricted areas, quota and effort management, age and growth methods and maximum sustainable yields

– Able to communicate information and ideas in an appropriate written, verbal or visual format, tailoring it to academic, specialist, and non-specialist audiences

– Commercial fisheries industry experience, worked with various fishing vessels, gears and methods used by the UK commercial fishing fleet

– Can identify over 50 species of fish routinely caught and landed in the UK

– Extensive knowledge and experience working with Cornish commercial fisheries

– Can undertake marine ecology surveys, age and growth studies, stock assessments, EDNA surveys, intertidal surveys, etc. and present in a comprehensive but accessible report/infographic

– Extensive technical knowledge of various coastal habitats and species, including but not limited to intertidal, benthic and pelagic. This knowledge is used to inform assessments on the marine environment, including but not limited to commercial fisheries disruption strategies, commercial fisheries baseline studies, environmental impact assessments (EIA), water framework directive assessments, marine conservation zone assessments (MCZ) and habitats regulations assessments (HRA) 

Marine regulation

– Comprehensive understanding of marine regulations and requirements for commercial fisheries, marine energy and marine aquaculture projects. 

– Experienced in navigating the Marine Management Organisation licensing system and requirements.

Knowledge and experience

An Ocean Warrior was founded by Becki Jarvis, a marine biologist and marine professional who’s worked in various conservation roles for the last 12 years, representing Surfers Against Sewage, The Wildlife Trust and the RSPB. Becki has spent the last 5 years working with the Cornish fishing industry within Marine fisheries management, representation, regulations and enforcement.

Becki has spent a huge amount of time and effort building strong working relationships, across a variety of marine stakeholders, along the length of the Cornish coast and is well known by the fishing industry, especially at ports Mevagissey and Newlyn. During her time with the Marine Management Organisation, Becki helped to deliver elements of the emerging marine regulations within the Fisheries Act 2020. She directly supported the fishing industry before, during and post-EU-Exit, engaging fishermen and marine stakeholders during landings, drop-in sessions, workshops and presentations. This time working with the fishing industry has provided Becki with a unique, in-depth insight into the real issues facing the fishing industry in the coming years. 

Becki keeps up to date on different policy matters, regularly attending the All Party Parliamentary Group On Fisheries and other fisheries forums and reading ‘fishing news’ to stay informed on what the industry sees as important fisheries topics. Her background in enforcement for the MMO gives her a unique perspective on marine and fisheries regulations and the fishing industry. Her extensive knowledge of UK marine legislation and her ability to break down complex topics into digestible content for all target stakeholder audiences make her an ideal representative for the commercial fishing fleet.

Over the years, Becki has met many passionate commercial fishermen, and their concerns have often been the same. Fishermen feel their voices are unheard in regulatory and ocean energy forums, often asked for their opinions too late into the process. An Ocean Warrior is passionate about fisheries management which puts the fishermen at the forefront, and believe their knowledge and experience of the oceans is underutilised and if put to better use, and actioned quickly, could be revolutionary.

The fishing industry shows a clear willingness to voluntarily contribute data and experiential knowledge, but there is little evidence that current institutional frameworks for science and management are receptive and equipped to accommodate such contributions. Current approaches to producing knowledge in support of fisheries management need critical re-evaluation, including the contributions that industry can make.’ Steins et al, 2022
